Changes to Foreign Exchange Information Reporting – DIAN Resolution 204 of 2025
As this will be of interest to the compliance, legal and finance teams of entities with international operations, we set out below a summary of the new obligations concerning foreign exchange information reporting under Resolution 000204 of 2025.
Background
DIAN issued Resolution 000204 of 3 April 2025, which amends and supplements Resolution 000180 of 2024. The new resolution establishes updated conditions, formats and deadlines for foreign exchange information reporting. It applies to entities with obligations under the foreign exchange regime, such as foreign exchange market intermediaries (IMCs), holders of offsetting accounts, payment gateways and postal payment operators.
Formats and technical specifications
Nine XML formats (Annexes 1 to 9) are introduced and must be reported quarterly. Each relates to a different type of foreign exchange transaction:
- Format 1059: imports of goods
- Format 1060: exports of goods
- Format 1061: foreign indebtedness
- Format 1062: services, transfers and other items
- Format 1063: foreign loans to residents (IMCs only)
- Format 1064: foreign loans to non-residents (IMCs only)
- Format 1066: amendments and corrections
- Format 1067: legalisation of declarations
- Format 1070: nil report (mandatory when no transactions are reported in the quarter)
The technical annexes set out the structure, code catalogues and updated versions of the formats. Companies must align their systems to meet these requirements.
Special filing deadlines (2023–2025)
- Transactions from Q4 2023 to Q4 2024: to be reported no later than 31 October 2025.
- Transactions for the whole of 2025: to be reported no later than 31 January 2026.
This entails cumulative reporting for prior quarters dating back to October 2023.
New requirement: source and destination of funds
As of 1 April 2025, reports must include:
- Source of funds: identification of the sender or remitter of incoming foreign currency.
- Destination of funds: the ultimate beneficiary of each outgoing channelled payment.
This change seeks to improve the traceability and control of the source and destination of foreign currency for foreign exchange compliance and anti-money laundering purposes.
Foreign Exchange Pre-validator 3.0.0
DIAN has made mandatory the use of the new Foreign Exchange Pre-validator version 3.0.0, which allows the nine XML formats to be uploaded, validated and generated. Compliance officers and IT teams should become familiar with this tool.
Quarterly filing from 2026
From Q1 2026, filing will be permanently quarterly, with deadlines falling between the 10th and 19th business days of the month following each quarter, depending on the last digit of the taxpayer’s NIT (tax ID number).
Recommendations
- Begin adjusting internal systems and procedures for collecting foreign exchange data.
- Prepare compliance teams to incorporate the source/destination fields.
- Validate 2023–2024 information well ahead of the cumulative filing due in October 2025.
